About this work
A colored lithograph titled "A question of duty" by John Samuel Pughe, dated 1903, shows a U.S. Custom House with doorways labeled Philippines Prohibitive Tariff, Cuba Reciprocity, and Porto Rico Free Trade. A bespectacled man points toward a bent inspector searching bags marked Philippine Products, while Uncle Sam sits beside him in a star-spangled coat.
