About this work
A pen and ink drawing by William Henry Walker, dated 1913, shows a headless policeman in uniform with a badge reading 'The System' and eight arms. The arms hold money sacks labeled graft, Tammany, protection money and blackmail, along with a dagger, a pistol and a bomb, while a small fleeing figure is clutched at one side. A scroll at the base is inscribed 'New York City'.
