Charles Howard Hodges painted every leader of the Netherlands during the Napoleonic period, from stadtholder Willem V to King William I. Born in Portsmouth, England, he learned the mezzotint technique there as a pupil of John Raphael Smith. In 1797 he moved to Amsterdam and lived with his teacher Johann Friedrich August Tischbein, who taught him pastel. He made over 700 portraits, the earlier ones in pastel and the later ones in oil paint. In 1815 he advised the Dutch government on the return of thousands of works of art the French had confiscated.
