About this work
A colored political cartoon shows a uniformed figure beside a large cannon labeled "Dept. of Justice" firing across choppy green water toward a small raft-like boat. The sail of the boat bears concentric rings of text naming groups such as scapegoats, dummies, appraisers, inspectors, trust superintendents, corrupt civil service officials, and sugar trust directors, with a central target reading "High Govs." The work is attributed to Udo Keppler and dated 1909.
