The upper panel shows well-dressed, top-hatted and uniformed figures labelled as diplomat, merchant, bourgeois, general and priest feasting at a lavish table, with the caption 'Не все коту масленица.' The lower panel shows these same figures behind prison bars under the heading 'Всероссийская чрезвычайная комиссия', while two guards stand before a wall beside a sign reading 'Осиновый кол Николаю'.
